Based on the importance of providing services to all the people of the city, especially the marginalized groups, the municipality of Dura realized this role and provided a plot of land with an area of (3 acres) at a cost of (150) thousand dinars to build a rehabilitation center for people with special needs. The first floor (bone) was built through a project The emergency operation was funded by the Dutch and Norwegian governments at a cost of (66) thousand dollars. The finishing of the first floor and the construction and finishing of the second floor were financed by the Italian municipality of Siena at an amount of (200) thousand euros. It is currently being operated in partnership between the municipality of Dura and the Arab Society for the Rehabilitation of the Disabled/Bethlehem.

Services provided:
- The center provides occupational and physical therapy for children with disabilities up to the age of 18 years.
- The center provides education for students with disabilities by having 3 special education classes.
- The Outreach Center provides hearing and vision tests for people with special needs as well as school students through a specialized and qualified team from the Arab Society for the Rehabilitation of the Disabled/Bethlehem.
- The CBR Center provides access to villages and remote areas to detect cases and refer them to the centre.
- The center provides technical assistance through the Arab Association, such as audio-visual devices, carts, orthodontic devices, and cochlear implants, where 3 cochlear implants were implanted, each costing $42,000.
