materials and services needed by the municipality , at the lowest cost ,
highest quality .and in a timely manner .
3-Evaluate
suppliers annually , prepare a list of approved suppliers and update it
continuously
4-Participate in
evaluating and awarding bids .
5-Participate in
receiving and inspecting materials.
