It became part of the Hebron\nGovernorate in the State of Palestine, and based on its vision of building a\ndistinguished city. It has the luxury of living and the ingredients for success.\nThe municipality of Dura works hard to provide all services fairly to its\nresidents and visitors, regardless of their social differences.<\/span><\/p><p><span style=\"font-size:20.0pt;line-height:107%\">The city of\nDura has been distinguished since ancient times by being a center for the\nsurrounding villages and towns, as it is considered a corridor for many towns\nand villages to connect the south of the governorate with its center and north,\nmaking it a city that achieves and provides access to it in safe and\nsustainable ways. It is also connected to its surroundings through several\nentrances, which makes it a city that promotes development in its dimensions Its\nentrances were never subject to the control of the occupation.<o:p><\/o:p><\/span><\/p><p><span style=\"font-size:20.0pt;line-height:107%\">Despite the\npresence of many settlements in the vicinity of the city, as well as a large\npercentage of its lands classified as C, this did not restrict it and make it\nsubmit to the arrogance of the occupation and the threats of the occupation.\nRather, it gave the areas classified (C) great importance, as it worked to\norganize the street network and provide everything necessary to enhance the\nsteadfastness of the Palestinian citizen. On its land through support in\nconstructing and rehabilitating roads and facilitating the process of accessing\nservices to citizens (electricity\/water\/waste collection\/and everything\nnecessary) in addition to encouraging residential areas and investment\nprojects. The municipality follows a set of procedures and plans to deal with\npreserving areas threatened by occupation or other threats. Among these\nprocedures:<o:p><\/o:p><\/span><\/p><p><span style=\"font-size:20.0pt;line-height:107%\">The presence\nof a department in the municipality dedicated to following up on notifications\ncarried out by the occupation in the city and villages: It was established\nwithin the project to protect the Palestinian right to land and housing, and\nits main role is to communicate with the human rights authorities with\neverything necessary to address these notifications.<o:p><\/o:p><\/span><\/p><p><span style=\"font-size:20.0pt;line-height:107%\">Structural\nplan: The municipality adopts a structural plan for the urban development and\ninfrastructure of the city, in which the current and future goals and needs of\nthe city are determined, and procedures and strategic plans are developed to\nachieve these goals.<o:p><\/o:p><\/span><\/p><p><span style=\"font-size:20.0pt;line-height:107%\">Protection\nof threatened areas: Areas threatened by occupation or other risks are\nidentified, and plans are developed to protect and develop them in a\nsustainable manner. These plans may include improving security and oversight,\nand encouraging economic and social activity that enhances the independence of\nthe region.<o:p><\/o:p><\/span><\/p><p><span style=\"font-size:20.0pt;line-height:107%\">Consultation\nand community participation: The municipality\u2019s plans to preserve threatened\nareas include consultation and participation of the local community and\nconcerned parties, as community participation can help determine priorities and\nprovide the necessary support to implement the plans.<o:p><\/o:p><\/span><\/p><p><span style=\"font-size:20.0pt;line-height:107%\">Cooperation\nwith international bodies: The municipality benefits from cooperation with\ninternational bodies and non-governmental organizations to obtain financial and\ntechnical support and expertise in the field of protecting threatened areas.<o:p><\/o:p><\/span><\/p><p><span style=\"font-size:20.0pt;line-height:107%\">Reporting\nand awareness: The municipality educates citizens about the importance of\nprotecting threatened areas and explains to them the challenges, through the\nuse of media and awareness campaigns to increase awareness and motivation to\nparticipate in efforts to preserve those areas.<o:p><\/o:p><\/span><\/p><p>\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n<\/p><p><span style=\"font-size:20.0pt;line-height:107%\">Throughout\nsuccessive councils, the Municipality of Dura has paid attention to the process\nof planning roads and infrastructure, as the city\u2019s streets are distinguished\nby their ability to meet the current and future needs of citizens in terms of\nthe proportion of what is in them compared to the proportion of the city\u2019s\nlands, their capacity, spread and rehabilitation. The city\u2019s streets also\nworked to fulfill the requirements of all groups and sectors and did not\nneglect people with disabilities.
